Try FreeHostia. That's what Frozensheep uses, and check his site out, you can customize it. and it hosts flash for you. you can even add forums.

freewebs.com offers a somewhat useable site builder, but your site's link has to be "freewebs.com/[sitename]" (unless they changed it). Its not very customizable, (again, unless they changes it since i was last on there) but it works. However, when i hosted my flash, i just linked to imageshack.us
